Runs ridiculously small

I ordered an XL, which is supposed to measure 23.5"-24.875". My hat has an inner measurement of only 22.5", which is size M. Even if my measuring is off a bit, this hat is still remain a full size too small. There is no way a person with a 23"-24" head could wear this XL hat. It's a real shame, because the fur and leather are beautiful.

Very good quality and super soft fur. The fit is a bit snug but in a good way; my head circumference is 22.5 inches.
